not the best way but a huge part of the problem
From all the statistics and analysis I've read it's actually the cheapest solution and that's because "for profit" is plain removed from the equation. Last I've heard they will not even allow this idea be introduced in these supposed "negotiations" of health reform (read insurance companies).
Health care costs is another thing that makes companies fire older workers and look to offshore.
