Alejandro Mayorkasm thew new Director of U.S. Citizenship and Immigration Services, has posted a message "Exciting Changes at USCIS" which includes room for feedback.

Nearly all 250 comments are from temporary foreign workers (H-1b etc) with the message "hurry up and give me my green card - I work and pay taxes!"

I have posted the following, and encourage others to post their feedback of how UCSIS can better serve the interests of current U.S. citizens and U.S. workers.

The Programmers Guild agrees that more transparency is desired. Currently the PERM recruitment process that demonstrates that no qualified Americans are available is a SHAM: Even in this economy the employer is able to make this showing even for entry-level jobs. That is absurd.

My daughter graduated USC in May 2009 with BS/MS in civil engineering. She still cannot find a job. We see TOO MANY PERM fake ads. Even if she applies and is deemed qualified, DOL says that the employer does not have to hire her: The employer can continue employing the H-1b worker and re-file PERM later. So how are you protecting U.S. workers from displacement?

I have been a victim of PERM ads multiple times. For example I applied to ads at Hewlett-Packard, where I was on "would rehire" status. I was clearly qualified from the job descriptions. Years later I confirmed that these were PERM ads. I have no legal recourse. Employers have nothing to fear by overlooking a few qualified Americans and filing anyway.

More details are in the link below - including documentation of the number of employers sponsoring green card that use their home address as their "corporate headquarters." What business in a home needs foreign workers? These are bodyshops, sponsoring friends and family members, then PIMPING them, when they find jobs the sponsor gets a cut of the wages.

Most U.S. job seekers have no idea when the are PUNK'D out of jobs by PERM ads. PERM abuse can only be curbed by requiring employers to publicly post the job, and then allow Americans to publicly post their qualifications an interest. Then the PERM could only proceed if the employer explains, publicly, why each of the U.S. applicants was not qualified. "Publicly" means something this webpage, where your letter is the job details, and these comments are the applications.

I hope you have seen the YouTube of the immigration attorney instructing HR workers how to execute PERM so as to disqualify all U.S. applicants:

We also fed up with your "raffling" away U.S. jobs in the H-1b lottery. No statute mandates that you use a lottery. The selection should prefer the most skilled applicants - with wage offered being the best proxy for skill.

Finally we find it outrageous that employment-sponsorship for green card is allowing foreigners to sponsor their fellow foreigners for U.S. citizenship. NOTHING requires the the "employer" be a U.S. citizen. This entire process is a farce on Americans.

Our members hope that you will act on behalf of the American workers who are being harmed by the USCIS status quo.
