Infoworld has an article, H-1B reform bill could complicate offshore outsourcing on how the H-1B and L-1 Visa Reform Act of 2009 (Grassley-Durbin) could really mess up corporations continual game plan to move jobs offshore.

While the fate of the legislation that would alter the administration and regulation of the H-1B visa program remains up in the air, one thing is clear: The bill contains an important provision, designed to prevent the displacement of American workers, that could put a serious wrinkle in the typical offshore outsourcing arrangement.

That's the idea! The bill is saying you cannot displace U.S. workers with imported cheaper labor in the United States. Labor arbitrage as a corporate strategy is hurting the U.S. worker and the national interest.

Is that somehow a good thing Infoworld? A race to the bottom on wages and career destruction in skilled occupations? Of course corporations don't like it, it would mess up their labor arbitrage, disposable worker game plan.

That's good! Since when is it a good idea to enable corporations to labor arbitrage the U.S. workforce?

The article also shows offshore outsourcing and immigration, guest worker Visas are completely connected. It's all about cheap labor and further eroding professional occupational areas including career stability and salary.
